John Noe
Director of Planning and Development
As Director of Planning and Development at Charlotte Center City Partners, John works on projects, programs, and policies dedicated to the continued placemaking and physical development of Center City. He supports the Planning and Development team on both long-range planning initiatives and short-term implementation strategies, advocating for partnerships and strategies that support a more vibrant and welcoming Uptown and South End.

Prior to joining Center City Partners, John worked at planning consulting firms in Charlotte and Atlanta, where he provided technical support and community engagement efforts for various transportation, comprehensive land use, small area, and trails master plans. He played an integral role in the first Regional Transit Development Plans in Georgia and the first consultant-led update to a Comprehensive Transportation Plan in North Carolina.

John’s work with Center City Partners is motivated by his desire to reimagine urban communities to be more sustainable and equitable, in part by providing multimodal connections, access, and opportunity to residents, workers, and visitors alike. He hopes to play a meaningful part in making Charlotte a place where people of all backgrounds can lead healthy, satisfying lives.

John holds a Master of City and Regional Planning and a Bachelor of Science in Electrical Engineering, both from Georgia Tech. He lives in Charlotte with his wife and two young sons.
